They can be opened with the Dawnguard Cache key, or they can be picked like any other locked container. They are usually placed ...The chests located under the map are actually merchant inventories. Notice that the items in that chest are the exact same things you can buy from the merchant nearby. Likewise, just go to any store and type "tcl" in console and you will be able to find these in all shops. These chests aren't intended to be looted.

It's basically their inventory. Whenever I get low on money, there's one in Dawnstar that's super easy to find. It only appears when the kajhit caravan is outside Dawnstar though.
