No, gunner is not bad by any stretch. Haz4 and lower doesnt really require any specific builds imo. As for haz5 i go with minigun 32222 Bullet Hell OC. It allows minigun to be decent against big crowds, stun on t3 allows you to backpedal safely while shooting. Still good single target dmg.
